CPU Heat Sink Decisions & Help

Hi All, Today I am looking to upgrade from stock CPU heat sink to a brand new great cheap one! For Under 60$, what is the best QUIETEST and most reliable heat sink? I am also looking for something that isn't huge. I have a Antec 302 case with ASRock Extreme 3 990FX.

Also, if third party fan is needed, what is a good quiet but efficient one?

either way, the phanteks/noctua air coolers are top notch in the air cooling world. either one would do great. its funny whith noctua cus everyone raves about them.. but no one uses them cus they are damn hideous.. i wish they would seriously put out some new colors.. other than Dark brown and black lolololol :D

So would that AIO be better then a Phanteks PH-TC14PE. With rebate the Phanteks CPU cooler is cheaper. Even though bigger, would you say that or the AIO?

UPDATE: That AIO isnt compatable with AM3+. Only AM2 and AM3. Well thats out of the picture

its actually rather decieving that corsair does that with the am3/am3+ but i know for a fact it will work. lol i had even used a H40 on my amd Fx 8350 for a while.. and the H40 is OLD. lololol. but i know for sure that H60 will work with your Fx series CPU. and it will keep it as cool if not cooler under load.. and be more quite! and look better, and much less stress on the mobo

But out of all the Corsair series AIO, the DbA is 38 :( pretty loud seeing that reviews on websites had people complaining about 28 DbA air coolers

lol figured :p the reason they dont is because the only difference between the am3 chips and am3+ chips is ONE little pin lololol. so im sure they consider it the same. but for customers they should deff put AM3+ just for ease of mind.

the problem is i believe those numbers are at 100% max speed, which is useless seeing as the cooler will pretty much never hit that RPM. especially if the rest of the case is cool enough. those pre-set Dba i think are a "meh" way to do it. not to mention you can just switch the fan out with a better/more quiet fan.

thats why along with even CFM + static pressure numbers for things are meh at best because its usually giving you max RPM stats.. but half the time the fans arent running at 100% so what good is that information if i have my fans only ever hit 50-60% max powa

ill have to find the article to show you that explains why manufacturing stats for fans are not the best way to find fans. if your cases cooling is set up none of your fans will ever have to run at 100% speed and will therefor never get nearly as loud as manufacture dba stats
