I live in New York and the air is cold and dry which causes a lot of unavoidable static, here are the event that occurred before/during the issue.

As I rolled around in my chair to grab something i discharged static my headphones. According to my friend my USB mic began making horrible static sounds, so i unplugged it and plugged it back in. Immediately after i try to move my mouse, i notice both my peripherals are off and after a few seconds, my computer shuts down and boots back up.

It boots to the 'American Mega-trends' screen, displaying the USB devices i have connected and soemthign about corrupted files. I didn't quite catch it in my panic. The computer shut off and restarted into my desktop. Is the issue a motherboard issue? A hard drive issue? How do i proceed?

Solution
Sounds like a discharge of static electricity damaged the motherboard if it is not booting into Windows.

You can confirm this by removing the hard drive, and seeing if it works externally (SATA to USB adapter kit), or in another system.

You should also make sure it is not a RAM issue by removing one stick and trying to reboot, and then repeating with the other stick to see if you can boot.

Also, remove the GPU and see if it boots.

If none of this works, it is the motherboard and will need to be replaced.

Currently it is booting fine, but I want to know what to expect? Will this lead to permanent damage?
