I recently got a new motherboard and CPU. I read online that I wouldn't need to format my HDD, so I didn't. Apparently that wasn't correct, after i rebuilt my pc, I just got errors upon errors, so I removed my HDD's, but it in my brothers computer, formatted my boot drive and put Windows 7 on a USB stick. Now everything went fine until I was gonna install Windows. When I start up the computer with my USB in, it just says "Reboot and select proper boot device". Now, I have been in the BIOS and set the USB to be the 1st boot option - in fact, I've tried pretty much every connection I have available, but nothing seems to work! I formatted the USB to fat32, I copied my Windows files over to it, and I've tried every USB input I've got on my computer.

Well, from the looks of it, you didn`t make the USB drive bootable, you just copied the files on it.
That`s not how this works.

Download Rufus or a similar application in order to make the USB bootable with the image that you have.

Also, I don`t know where you read that changing the CPU and Mobo does not require a OS reinstall, but that`s false.
The only option where you MIGHT not need to reinstall the OS, is when you replace the CPU and mobo with the EXACT same model parts.
