Go into Computer Management, click on Storage and then click Disk Management. After that right click the drive you want to
modify and click Change Drive Letter and Paths. You should see the option there.

However be aware that you need to make sure the path environment doesn't become unstable since programs etc can be assigned a certain drive letter. Along with files sorted into their User folders etc. If that helped select a solution, if you got further questions let me know.
 
I assume what you're asking is how install your HDD (what you call a "local disk") as a secondary drive and your SSD as the primary (bootable) drive.

Connect your SSD to the first SATA connector on the motherboard - it will be designated on the motherboard as either SATA 0 or SATA 1.
Connect your HDD to the second SATA connector.

Now when you power-on your PC the system will boot to the SSD and the HDD will be automatically assigned an other than C: designation.

If your secondary HDD has an OS installed on the disk and you want to boot to that drive rather than your primary (SSD) drive you can do so by accessing the BIOS during bootup and changing the boot priority order for the HDD to boot. If subsequently you desire to boot to the SSD you may have to access the BIOS again during bootup to change the boot priority order for a boot to that disk although some BIOS will automatically (without user input) boot to the disk installed on the first SATA connector.
