BIOS is broken?

Hi guys,

I have a little problem;
No matter what I choose for my cpu's bus speed/multiplier etc.. in bios , the values are always going back to under my regular CPU values. (Yes I do save ;))

For example, I enter these values in bios:
Multiplier x19 (standard = 16.5. 18.5 for boost, which is off when OC'ing)
Bus speed: 200Mhz (standard for my cpu)

It'll automaticlly change to these values when in windows:
Multiplier x16.5 (normal, so that's fine)
Bus speed: 189Mhz (Under the normal bus speed..? Also @ load)

I'm not sure why it does this..
Is my bios not able to write or something? Is it broken?
Cool 'n Quiet and all those features are off.

Also, I'm not sure if this is related but since it did this ^, it shows "the system failed to boot several times" when powering on my PC :/
The weird thing is; it DOES actually just boot without any problems.

Specs:
Mobo: Asrock Extreme4 990FX
CPU: Phenom II x6 1100T
RAM: Adata 12Gb kit
PSU: Antec 750w blue
GPU: asus R9 290 OC edition

Edit: CPU voltage also jumps from around 1.240V to 1.460V, Why is this?
