Can an i5-4690K OC to match a stock 4.0Ghz i7-4790K

I am specing a new build for professional software development (time is money). I noticed that the i7-4790K really doesn't seem to have much headroom, given a stock turbo speed of 4.4Ghz. Would an i5-4690K OC'ed to about 4.2Ghz match it (and save about $100) for performance of compute intensive workloads? I expect the rest of the build to be the same for either CPU, including a better CPU cooler even for the stock speed i7 (for longevity). I need blazing single threaded performance, sometimes 2 or three threads, but will be leaving hyper-threading turned off. Any other suggestions are welcome.

If time is money, I would opt for the 4790K.
The 4790K is a better binned chip that I would expect to be capable of a higher overclock.

If your overclock is conservative, you will not exceed a 1.30 vcore.
For that limit, a simple tower type cooler with a 120 or 140mm fan would be sufficient.

Do not use any ram that exceeds 1.50v. Typically, that is 1866 speed.
Look for lower cas numbers.
The reason is that faster ram will need 1.65v and that takes extra voltage that will reduce your overclock.
