Fans keep moving slightly after PC shut down

Hey guys, I have a problem with my new self-built PC.
When I shut down Windows 7 my fans keep "ticking" although the computer isn't running anymore. This ticking occurs every second and all the fans (cpu, gpu, chassis) slightly move and then stop again. This stops when I completely turn off the PSU so I think it might has something to do with remaining energy (?)

Is my PC haunted? Does it think it is a clock? O_0

Here are the relevant parts of it:
chassis: NZXT Source 210
PSU: 600 Watt Corsair CX Series Modular 80+
motherboard: ASRock 970 Extreme4 AMD 970 So.AM3+
I would be very thankful for any help!

It appears that the MB isn't completely shutting down. Double check your FP wiring to be sure the wires are on the right pins and that those that require correct polarity are right. Sometimes it is easy to stick the wires on the wrong pin. And be sure you are actually on the correct FP header.
