I'm upgrading an XPS 8500 from a GT 640 to a GTX 780. After installing it into the PCI-E slot, I power on and all the lights/fans turn on, except the monitor boots up to the Dell logo, and gets stuck there, then after a few minutes goes to a black screen (without the Dell logo). A little while after that, it'll flash the new GPU info on the screen for barely a second (too fast for me to read the whole thing), then goes black again. The whole time, about every 3 minutes(?) the tower emits a single beep.

I've checked that everything is seated properly, and when I reinstall the old GPU, it works fine. My checklist for things to try when I get home tonight includes:
Make sure monitor is set to vga, not dvi, update bios, uninstall old graphics drivers, reinstall new drivers, changing around the vga cables into the gpu (not sure if this would help), try a vga cable rather than a dvi with an adaptor, ram reseating... If you guys have any other suggestions/ideas, or suggestions on what order to try this in, let me know. I appreciate any help or suggestions anyone has. Thanks!

Then my guess would be a driver conflict or BIOS. The mobo (Dell Vostro?) is known to have quirks regarding recognizing and running newer video cards - there are some partial lists available in various forums but basically it's hit or miss. If you take the steps you listed in your original post and it still doesn't work, you may need to adjust your PCIE x16 settings in your BIOS (i.e. manually setting the Gen option- usually the default is AUTO, which doesn't always work).

Here's a great program for removing drivers and making sure there are no bits and pieces hiding anywhere:

I'm sorry, I forgot to mention; I also upgraded the PSU from a 430W to a 750W. I don't think the PSU is the problem, since a 750W should be plenty for the 780. The PSU is also hooked up properly, because the computer works fine with the old GPU reinstalled.
