So the game I am looking for is basically a 2d overhead view TILES "racing" game.
You could make your own maps in the map builder and there was arena mode, meaning, you shoot and kill the other players / bots (you could have as many bots as possible)
There were lots of different weapons, lazers, heat following rockets etc
the graphics SORT OF looked like this

and the cars sort of looked like the ones in gta 2 but crisper
Also, i remember there was this hover car you could have that just looked like any other car but it was gliding all over the place all the time.

Also I played it on the pc, no idea if the game existed on other platforms, i played the game around 2004.
The graphics are definantely not pre 2000, they look pretty crisp
