HDD not working due to I/O device error

I recently built a new PC but it has never been able to use the HDD. I have installed windows 8.1 on my SSD, but have been unable to install anything on the HDD. My PC can detect the HDD and lists it under hardware but when I go onto disk management and try to initialise it, it says "The request cannot be performed due to an I/O device error". Please help.
 
Hi there FireyNebula,

I/O(input/output) error sometimes could be a results of some connection issues. So, you can start with swapping the cables as well as changing the port. Trying the drive on another system will not hurt too.
If the issue persist after you have checked all the connections, then I guess you should contact the HDD's manufacturer Support and eventually RMA the drive.

Thanks for your help. I am using a seagate barracuda hard drive. I have already tried swapping over cables and ports to ones I know work without success. I have ordered a SATA to USB cable so I can easily try the drive on other computers.
