700$ First Time PC Build

I'm looking for some help for a first time pc build. The goal is a consistent 200+ fps on medium settings CS:GO. I have right around 700$ for parts and not much of an idea on what to do. I was wondering if this http://pcpartpicker.com/p/HKnZrH would be decent or if there is something better. Thanks.

It will run great, it's a very well balanced build and should run properly with decent temperatures. The I5-4490 is a great gaming CPU and the r9 280 is also a great GPU. I'm not sure if you can get over 200 FPS on CSGO but especially on medium I think you will, it's hard to get into the hundresd for most games, but CSGO is low-end. I would say yes, you have to have a 200HZ monitor to take advantage of 200FPS though.

Ykki's build looks good the only thing I would change is to use this combo deal on newegg

It upgrades you to a 290 for only 9 more dollars
An R9 290 is a massive upgrade over the R9 280 you originally listed

Like Ykki has already pointed out at such a low budget cutting out the aftermarket cooler and getting a cheaper but still quality motherboard and putting those funds towards the graphics card is a good move.
