Hi guys...i have trouble with my pc in video games...
My pc components are :
4 Gb ram dd3
Processor Q6600 2.4 Ghz QuadCore
Video Card Amd Sapphire R7 250 2gb DDR3

But i still have lag in video games...why? I don't know,i defragmented my hard,reinstalling windows 2 items,i've changed windows 7 to windows 8 and back..Now i have windows 7 and i can't register anything because i have low framerates in mmorpg's and other games like big content...Sorry for my bad english but i don't know at all....Can you help me guys?
And i play games like DrakenSang,World of Warcraft and Lineage 2...

It almost sounds as you're trolling, but I suppose you can be granted the benefit of the doubt...

Your internet may not be weak, but your system is.
Almost any relatively new product will struggle on your hardware at the wrong settings, which would mean going anything above 1280x720 at medium details will introduce a variable degree of stuttering (mileage will mostly vary from game to game, so that's just a personal opinion of the average you'll get).

As a side note, the ping got from speedtest/pingtest, unless manually chosen otherwise, will always be the closest location to you. Unless there are other issues in-between, you'll always have a good ping.

With that said, you also stated yourself it happens with big games only; what...

Only 4GB of RAM (Should be 8 at least)
R7 250 is a weak GPU
Q6600 is old but still good as a CPU for ENTRY level gaming.

You should read things with a higher attention on details ;)

The Q6600 is still good, but only for ENTRY LEVEL gaming, as ZeroRequiem correctly suggested. With anything at the level of an R9 270x or a GTX 760, you'll have bottlenecks on most CPU intensive games; on the other hand, anything above that level will just be a complete waste of money.

All of the above stands only if you want to hit Full HD resolution. If you're planning for 1080p@60hz, high detail gaming, you'd better be ready to up your budget limits by quite a bit, as we easily get into the 700~800$ range for that. If you're fine with something lower however, such as 720p@60hz, high detail gaming, getting those extra 4GB of RAM and a new GPU between the two I mentioned above would be the best course of action, while also making sure the power supply can hold up everything.

If you never did so, start by doing a defragmentation. It should improve the situation, even if only slightly if the disk is pretty old.

Do it when you've got A LOT of time at hand and use other tools, such as Defraggler, as the windows default utility isn't always correct in doing that. Leave the PC unused during the defragmentation process to ensure you get the best results.

If after that it still runs slow, I'd backup what I can on an external drive and change it ASAP.
