I think you misunderstood me, I have a LOCKED chipset, and I wanted to know if setting the BCLK to 103 is safe.
Probably.
I believe it also overclocked the PCIe bus so may affect your graphics card as well but it's only a 3% overclock anyway.
Also, I would have expected TURBO to be on by default. I'd also run diagnostics before messing with BCLK. Thus:
0) Update BIOS if newer exists
1) Set BIOS to default values (done already if you updated)
2) Click "XMP" and save
3) Verify DDR3 memory and CPU Turbo value looks correct.
4) run MEMTEST for a full pass (roughly 30min for 8GB) www.memtest.org
5) run Intel CPU diagnostic in Windows:

If all is fine:
6) up the BCLK value
7) repeat tests, including monitoring graphics card (most modern graphics cards can throttle by temp anyway so a 3% increase is unlikely to hurt anything)
(I'm not 100% certain the PCIe bus is affected but maybe 95%. I'm sure someone else can confirm.)
