Best budget monitor for 2014 (good for gaming)

I'm planning to upgrade my R9 270x vapor x to GTX 970. Since this card is powerful enough to run 1080p, I've decided to upgrade my monitor as well. The problem is, I have very limited budget for the monitor. I'll be playing a lot of games and will be watching movies. My budget is 8,000Php, which is about $182 U.S. I'm from the philippines by the way.


I think Asus VX239H looks good, it has 5ms response time, IPS which I would very much prefer to have, and it is 23 inches which is good enough for me. I'm not really sure about this though, since I don't know a lot about monitors, and reading the reviews sometimes makes it more complicated. I would really appreciate it if you guys could suggest some good monitors that would fit my needs, or if this monitor is good enough, please do tell me so that I could order it right away. G.Card: R9 270x vapor X 2Gb.
RAM: 8Gb Kingston Hyper X Blue 1600Mhz
HDD: Seagate Barracuda 1TB, 7200RPM
CASE: XIGMATEK MACH

Upgrade plan:

GPU: Gigabyte GTX 970 G1
Monitor: Asus VX239H (still not sure)
