Sorry could not reply due to power failure. CAS stands for Column Access Strobe. Ignore it. To make it easier for you to understand latency (CAS/CL) of the RAM refer to the timings. It refers to actual response from the RAM to any read and write request. So lesser this value the better. On the other hand, speed is a common phenomena, more the better.

Also the build im going to use one of the dual kits on is this can you tell me which one of the 2 kits can I use?

CPU: AMD FX 8320
GPU: Sapphire R9 280x
PSU: Corsair CX 600M
Ram: ?
Case: Fractal Design Define R5
Hard Drive: Western Digital WD Blue 1TB
Motherboard:ASUS M5A97 R2.0 Motherboard

If 2133 was operating at 9 then it would have been a solid deal. Like I mentioned earlier 1866MHz with timings of 9 is a sweet spot. You can easily overclock it and even if you don't overclock it still it would be good enough.
