Heavy stuttering/problems with gaming pc

Hello everyone,
after trying and trying i've become stuck with a problem with my pc and as last resort i am asking you guys for help.

Thing is, i got a budget gaming pc, and with a lot of games, but especially ArmA 3, i get a steady fps around 20-30, but with heavy stuttering and short term freezing. lowering the graphics doesn't seem to help at all.

my specs are
-Nvidia GT 640 Asus
-MSI motherboard H61M-P31 (G3) with a 1155 socket
-Intel quad core ivy bridge i5 3350p
-8G of RAM
-windows 7
-directx11
-monitor HP L1906

i know games like arma 3 are cpu heavy, but the pc is 2 years old now and it used to be fine.
in the past (little dumb me) i got asus gpu tweak and that gave me the ability to overclock the cpu, as far as i did not know the concequences, i just fully clocked everything, always. maybe that has something to do with it but i don't know.

also, if i look at the usage of the GPU and cpu i see that the GPU doesn't max over 40% during heavy usage and gaming, and the cpu floats around 60-70%, while my RAM usage is about 5G.

Last night i decided to wipe my whole hard disk, as i've had some mallware before, and started with a new clean disk. so with a clean pc and only 1 game installed+drivers i checked if the problem was still there and yes.

I hope this is enough information for you guys and would be glad to hear and solution.

i downloaded and did the checks,
gpu usage is around 40
memory usage 20
temp 30
video engine load 0?

cpu usage is 60%, and on higher settings 80%,

yeah a better video card would be perfect, but it used to run all smooth, and a week ago i used an other video card of a friend just to give it a try, and no difference, it was a Gtx560ti

That is strange, but you should be aware that some ARMA 3 servers have optimisations which help it to run smoother. These usually are server side scripts to decrease the overall draw distance and things like that. I have noticed me getting 30-40 on one server, then jumping into another and getting 60+ You might sometimes see the server descriptions stating "High FPS" Check out one of those to see what I mean. Well, first of all ARMA's engine is horribly optimized and I wouldn't recommend using that game to test your GPU performance. I used to have 560ti and I would lag on ARMA3 too, so thats not out of ordinary.
You should download MSI afterburner and coretemp software and monitor your GPU and CPU temps while playing, see if anything is overheating. Honestly tho, youd be better off upgrading your GPU.

Is it only on Arma3? As others have mentioned that game is low budget and not optimized. If your computer runs fine on other games there is a distinct possibility your computer can't handle the game, period.

Lower all the settings, update graphic drivers, and if the problem remains on that game only you would probably need to update GPU to have a noticeable improvement.

ARMA3 is far from low budget. Nor is it horribly optimised. It is simply because the game is very graphically intensive due to the high fidelity it produces as a large simulator.

The computation required for it is very high because it renders a full 270 km2 island in real-time. Along with AI, weather and day nigh cycle. Today's GPUs have no problem in rendering the shaders and graphical details for the engine, however the compute power required is immense.

Check this out and tell me if you think this is low budget.
