Best graphics for ~100 euros?

Ok, so im helping out a friend with choosing a new gpu..Although his budget is limited, he doesnt play too many graphic intense games so its fine.I think that the best choice is a GT 730 or a GT 640.

Ok, so his cpu is an AMD Phenom X4 9600 2.3GHz, and he has 4 gigs of ram. He'd be using it for gaming, but not anything too demanding.He's been gaming on a HD4500 for the longest time so i think pretty much anything would be an upgrade.
Also, another issue is , in my country ,the graphics card you suggested is a lot more expensive, as in ~140-150 euros...
So what do you think, what should i get? Keep in mind that all the prices you see online(amazon or elsewhere) are around 30-40 euros cheaper than in the stores here.
EDIT: also his current gpu is dying, has been showing really bad artifacts and has been overheating even after a good cleaning.That's why he needs a new one in the near future.
