Radeon R7 250 vs 260X - GIFT non gamer

I'm debating between these cards the price difference is about $50 ($100 vs 150). I'm going to be giving it as a gift. And I know the person rarely plays anything but League of legends and probably will be doing some development work on the PC. Along with maybe personal photo editing. There's also a - $20 MIR for the 260X that I haven't included in the overall pricing

is the 260X a little bit of an overkill for their proposes?

You've mentioned the 250 and the 260X, but in the middle are the 250X and the 260. I'd get the 250X if possible. The 250 is supposed to take the place of the HD7750, but most versions are actually weaker. The R7 250X is basically a HD7770 and would be a better choice, although the R7 260 has some newer features like TrueAudio.
