Windows 7 won't boot past "Starting Windows" screen

I have a Dell Optiplex computer running Windows 7 Pro. The other day, upon trying to start it, it beeped loudly and would not start at all. I opened the case to check connectors and such, and the SATA cable to the hard drive was loose. I secured it and tried booting again. This time, it didn't beep, but once it got to the "Starting Windows" screen, it just stopped. It doesn't go any further than that.
The same thing happens when I try to start it in Safe Mode. I also tried booting from the Windows 7 DVD and it won't even boot from that. Same thing happens. I also tried to do Startup Repair, and I got a BSOD.
Any ideas? Thanks in advance!

Not sure exactly how old, it's a computer at my workplace. It's a refurb, and originally had Vista from what I can tell. Anyway, I looked at all the capacitors and nothing looks bad. I forgot to mention that I also tried a hard drive from another computer in this one to see if it would boot, and it did the same thing.

It was working great until a few days ago. I also reseated the RAM while I had it open. Only thing I can think of is maybe the motherboard, since both drives did the same thing.

May try a different PSU and see if it works. Thanks for the suggestions.
