Old Psu Arctic power supply New PSU Corsair RM 750 (lot #14517125)

Okay on christmas (of all days) i get home go to turnon my pc and the lights flich fan spins quick then goes out, i determine its mypsu to i look around and buy the new one which i believed tobe compatible. I installed and i can now turn it on, says bios corrpupted did something to fix its self (has dual bios) now i can get to the windows logo starting to form this it stops quikcly flashed blue screen then prompts me to either start up normally or got ot start up repair.
I go there says it cant find anyhting wrong allthough it says if i intalled any new usb cameras and stuff to remove them(onlything new is psu) i check the memory option it gives me and says they are fine. I m pretty sure all my stuff is plugged in right and securely otherwise idont think it would haveturned on same for the compatibliety of the psuto my motherboard
im worried i might have blown a fuse when trouble shooting my first psu because i (unplugged of course) thought maybe it needed more powere so i upped the volt plugged back it etc and turned on pc and heard a pop(didnt smell anything tho. I am also concerned when i had to plug it in i had to remove the cooler, it took a while and i had to leave for work, came back and noticed it leaked a little on the motherboard not much and didnt look like it was on anthing important. I dont think its my harddrive because i was able to view what was in there from command prompt

Why am i able to use a boot disc if my motherboard is bad?
i can run parted magic so i can at least google things but does that actually mean my mobo is bad?(assuming mobo is motherboard)
I run tests and it says ram cpu hard drive is good but i cant access file from cmd like explorer as i have seem my friend do
I hear no beep on start up soo that could mean its mobo?
On system repair it says it cant find anything wrong but does find something about the hard disk but ultimate boot disc scans say hd is fine
any insight?
could my old psu have damaged my hd without scans being able to notice it?
