Windows 8.1 w/ SSD takes over 5 minutes to launch with issues after everything is booted up.

SSD takes forever to boot. I timed it for a complete reboot to 5 minutes 21 seconds. I don't understand why it's doing this and I'd like it to fix. Once its booted onto Windows 8.1 it takes forver for everything to load. The only application that boots up at launch is spotify and that definitely isn't causing the issue.
At boot up when i try to launch or do anything, nothing can be clicked for a couple minutes. Then once everything settles down and I can launch applications it will work. Thoough in the file explorer I can't right click anything without windows explorer crashing and annoying me further.
Does anyone know a fix to this whatever it may be please help.

Do you have the instal disc? You just enter the BIOS and tell it to boot to the DVD drive. If you do not have the disc, make a windows 8 bootable USB and boot to that instead.

No you cannot just wipe the HDD and not OS. You have to do a complete reinstall.

I never defragged it and I havent done a fresh install.
I was thinking about it but I wasn't sure how to go about it and how to back up everything.. I don't want to lose all of my game saves or the drivers I had to download. Is there a good ay to backup everything?

How do I boot to the windows disc and have the OS? Is there a way to just wipe thje harddrive and not the OS?
I bought windows 8 online...
