FPS issues on new computer

Just built a new computer, and there is already FPS issues. The computer cost more than 1000 dollars so it should be able to run a game like League of Legends at minimum settings, but im still getting 10 fps max. Any tips?
 
Solution
When building a new machine, always:

1. Install a clean gunkware free copy of windows, not a vendor modified version full of trash. If your copy of windows has been modified by a 3rd party (like dell/hp etc), download the iso from MS directly and make a USB boot drive for it.
2. Install motherboard drivers from the support pages for your specific motherboard. restart.
3. Install windows updates. restart.
4. install more windows updates. restart... repeat till all updates are installed.
5. download and install the most recent stable GPU driver for your system. In this case, that would be nvidia GeForce drivers. restart.
6. Install games and enjoy.

did you plug the HDMI cable from your GPU to your monitor and not from the Hdmi in the back of the mobo. if you plug in the hdmi to the back of the mobo your using intel HD graphics instead of the gtx 970.
