can i5-3470 with R7-250x at 1366x768 enough to max out GTA 4 and Arma 3??
or atleast on HIGH! 30 FPS is enough.

or should I go with Pentium G3258 with GTX 750(Non Ti)?

Neither is going to max out arma 3 on ultra if you're over 1080. Looking at some arma 3 benchmarks, to hit 60-70fps on arma 3 on ultra (maxed settings) at 1050 it took an i7 with a gtx titan or crossfired 7970's. At 1920x1200 ultra settings, it took an i7 and sli'd gtx 770's to hit 70fps.

Your gpu isn't nearly strong enough. It's only 50-70% as strong as my hd 7850 (which is older now) and the hd 7850 with an i7 will only hit 26fps on ultra at 1050. I know your resolutions are a bit a lower, but not by a ton (these were the smallest resolutions offered in the comparison I found).

The r7 250x vs hd 7850 (since r7 250x doesn't appear on the arma 3 comparison charts, the 7850 does - to give a point of reference)...

With an i5 at lower resolutions you may get close to 30fps with the 250x but honestly the 250x is a really weak gpu comparatively speaking. Not to mention, 30fps (at best, lower during dips in frame rate) is going to make it difficult to play, very laggy and not very enjoyable. I've played a few games at 30fps, it's miserable with all the stuttering and freezing and hesitation. Even if 60fps is considered the sweet spot, about the lowest I've seen playable is 45-50. Once it starts getting down to the 20's to low 30's, I doubt you'll be happy with it. More like watching a slideshow.

It's a pretty good CPU, best price/performace ratio out there AMD cpus will bottleneck the most powerful GPUs.

To be honest tho, graphics quality is not that different from High to Ultra, besides when you're into it, especially FPS, you won't notice the graphs difference because you'll be too busy dodging explosions and shit :p.
 
Lol, likely true. I only get to enjoy the graphics clarity (unless it depends on making a difficult shot or not) on things like fc3 when I'm wandering around the map. In the middle of a fight there's no time to admire the details. On the bright side, whenever you can afford a better gpu your gaming performance will only improve. Unlike my previous e8400 that was holding back my mid (now mid to lower end) hd 7850. There was no point in getting a better gpu at the time since I didn't have the funds and already knew my cpu was going to limit it.
