Windows 7 ultimate Choices: Clone disk image or fresh install?

I recently got a bunch of I/O error messages, a bunch of "cyclic redundancy" errors, and the computer started moving REALLY SLOW regardless of 3.43 GHz procsessor, and 16 GB RAM.
So, I backed everything up, and now, I have before me a newly purchased solid state drive. and another 3TB hybrid drive.
My question is this: If I clone the image, will it also clone the errors I am experiencing now? Will it make a difference when transferred to a SSD from a standard SATA HD? (C:)
Or should I start from scratch, just to be on the ssafe side.

OK. One final question:
with these components, what is the fastest configuration I can possibly get using Windows 7 ultimate, and are there any tricks (other than turning off background services and such) to make it run faster?
