i7-3770 or a Xeon E3 1230 V2?

Depends on the price.
An i7 3770 is better than a Xeon E3 1230 V2.
Both should perform quite similarly in gaming. The i7 is clocked a bit faster but does not mean it will translate higher fps performance. You may see an improvement in 1-3 fps or none at all in certain games.
Get whichever is the cheapest unless you want integrated graphics which only the i7 3770 has.

The e3-12xxv2 is Ivy Bridge LGA1155 socket.
The e3-12xxv3 is Haswell LGA1150 socket.
The e3-12xx is Sandy Bridge LGA1155 socket.
The last two number like e3-1230, 1240, 1245, 1270, 1275, etc... indicate differences in clock speed. The models that end in 5 have integrated graphics.

Not sure who but someone said that with a 1230 vs a 3770 the FPS difference will be less than 5. Is that true? And if so why is the Xeon so much cheaper than the i7?

It's cheaper as it does not offer integrated graphics. Xeon with integrated graphics are more expensive than i7 and they are able to have ECC ram which the i7 does not have.

What about a 1230 vs an i5-3570K?
 


An i5 does not have hyperthreading so in programs where hyper threading is supported, the xeon will be faster.
Generally an i5 3570k would be cheaper than a xeon 1230.
For gaming and casual use, an i5 3570k is fine. Gaming does not benefit hyperthreading to justify the cost.
