SLI Identical EVGA GTX 970 Option Not Available Under Nvidia Control Panel PCI Express 3.0 Running at 4.0

Hello! I am currently trying to run SLI on my two 4gb GTX 970. However, the option is not displayed under the Nvidia control panel. Both cards are recognized in the device manager and on the control panel. I tried reinstalling the drivers many times and swapping the two cards. I used GPU-Z to get a better grasp on the problem and discovered that even under stress testing, the second GPU would not utilize any of its memory. I tried to use the rendering test available in GPU-Z and discovered that the first PCI Express 3.0 x16 slot was running at x8, which I know is normal when there are two cards. However, the second x16 slot was running at x4. I know that in order to allow SLI functionality, I need both slots to run at x8. I cleaned the second slot to no avail and checked for any damage but everything seems fine. I believe the cards are in the correct PCIE slots according to the motherboard manual, which is a asrock z97 OC Formula.

Specifications:
Motherboard: Asrock z97 OC formula
CPU: Intel i7 4790k
GPU: 2x EVGA Nvidia gtx 970 FTW

Thank you for the reply! I forgot to mention I already have an SLI bridge in place.

I have figured out the problem. The GPU was not seated properly on the PCI slot due to the SATA buses at the end of the motherboard and the GTX 970 being a huge card. I simply moved the card to a lower slot with no issues.
