I am trying to upgrade from this card. I am not sure of the price range given the age of the computer. It works very well, but I use graphic intense applications sometimes. So I need a practical upgrade. I don't want to spend more than the computer is currently worth (not much). A guideline, place to look for replacements would be great.

General computing on a video card is a big deal these days. With the right video card (and an SSD), any modern CPU will perform just dandy.

A fresh install of Windows is also a good thing on an older OEM build...

Although your power supply can probaly run a cheaper but more power hungry card, an nVidia 750Ti would be a safe pick. That CPU and RAM amount should handle a 750Ti easily without much issues in any game. You may even be able to go up another level in card speeds although you may need to upgrade the power supply.
