Strange Performance Issues on Boots

Hi, I've looked everywhere and tried everything I could possibly think of but I'm at a loss for what can fix my problem other than giving up.

Windows is installed on the SSD along with all drivers.
When it works, it works. I can run games maxed out and there is no lag whatsoever and everything loads and works extremely fast.

The problem is when I restart it I've found I'm playing boot roulette, I never know if it's going to work well or not. I can immediately tell when I have a bad boot because it takes 10-20 seconds longer than normal, whereas when it works correctly it is almost instant. If it only took 20 seconds longer to boot and then worked correctly, I would have no problem. But on the bad boots it is lagging horribly and is noticeable even opening a web browser. It's unusable. Good boots seem few and far between as well. So my question is, how can I pinpoint the source of the problem, or solve it? Because right now it is unusable.

After troubleshooting it for a while I thought maybe I was just given a bad SSD and that's what was causing the lag. So, I bought a new one. Kingston 120gb SSD. Hooked it up with new cables to ensure that wasn't the problem either. Same exact problem. Is it my power supply? Is it windows 8.1 not being compatible somehow? Is it settings in my BIOS being incorrect? Is the hardware in the computer just garbage and I was unlucky? I am completely lost in how to fix this.

Check your motherboard "BIOS" for Fast Boots option or similar option, disable them. or better, reset the bios to default, and try again. if the problems still stand you may have a Faulty Motherboards...

I did read the Comments on Amazon, you should too... RMA it hoping in Amazon, because if you are willing to contact them to solve problems you are wasting time.

It sounds like it could be something you installed. Did you check Device Manager to see if everything was ok there? Did the lag start after installing certain programs? How many programs are starting up with Windows? install a 3rd Party Startup Manager and uncheck some of the stuff starting up.

There is nothing to uncheck, it is a fresh installation of windows with only graphics drivers installed. I have checked device manager. I've formatted the drives and reinstalled windows multiple times and the problem has remained. I can't imagine it's something I've installed.
