Why isn't my computer working?

Everything is working. The fans are running the power LEDs are on the HDD isnt flashing but I didnt get a chance to load an OS onto it because I cant even get to the BIOS! I have my monitor connected directly to the motherboard and the PSU is at its max 230V and I am sure the CPU is installed correctly.

Please help I don't want to reinstall everything again if this is a problem that can be fixed!
 
Everything is fine, the thing you are doing wrong is that the monitor cable is connected to the onboard graphics.

With other words : You should connect the monitor (vga or dvi or hdmi) cable to your graphics cards connector :

I brought the voltage down on the PSU and unplugged the graphics card and everything seems to work fine. What I dont understand is first, I did this with PSU at full and unplugged the GPU and it still didnt work but bringing down the voltage and unplugging the GPU it did work. GPU doesnt work either way but why does it not work when I put the voltage up???

Edit: Forget what I said before about the PSU but why whenever I plug the GPU in the computer doesnt boot up at all. I estimated that the whole system should only need around 300W of power where this PSU is a 650W. Maybe it is a ault in the GPU?
