Brand new router and modem setup in my apartment. Router at 50% of what my modem gives me?

Have a brand new belkin ac1200 802.11ac router. Charter Spectrum 60Mbps internet as proven through a direct CAT 6 cable to my computer. When i run through my router, WLAN and LAN (gigabit ports) all are staying at 30 Mbps. Any suggestions to this brand new setup? WHY?

It's a Belkin AC1200 802.11ac dual-band router. Seems perfectly capable. Also, using the gigabit port from my router to my PC also yields the same slower results.
