Computer Unable to Start to the Point It Has Confused All Experts I Have Presented It To

Ok, so about a week ago I attempted to start my computer and it would not start. After about a minute I tried again and it started. It got to the login screen for different accounts (I use Windows 7) and four seconds later the computer powered down. It has not shown even the slightest sign of life since that point. Not even a twitch of the fan.

Before I continue here are my computer specs:
Processor: Intel Core i5-3570k
Motherboard: ASROCK Z77 Extreme4
RAM: G.SKILL Ripjaws X Series 16GB (2 x 8GB)
Graphics Card: GIGABYTE GeForce GTX 760 2GB Windforce
PSU: Firepower ZX Series 850W
HD: I have two hard drives, one of which is a solid state drive which holds my OS and a 500gb hard drive which holds the rest of my programs.
Chassis: Cooler Master HAF 932
One Wireless Card
One Older Optical Drive

So I have tried literally everything that I know how to and everything that I have found so far, including a great many solutions that come from this website. The first few things I did were:
1) Unplug wall to computer cord and attempt to use a different socket.
2) Attempt to use a different wall to computer cord (which I confirmed works).
3) Replace Power Supply with a backup that I have (which I also confirmed works).
4) Replace internal PSU cords.
5) Verify that the RAM was working fine (by plugging it into a different computer).
6) Verify that the GPU was working fine (^^^^^^^^^^^^^^^^^^^^^^^).
7) Attempt to boot with the bare minimum components (Mobo, PSU, CPU, RAM).
8) Check CPU for bent connectors.
9) Reapplied thermal paste to the CPU heat sync.

After much thought and discussion with people who know what they are doing, we attempted to replace the motherboard. After that came in and we installed it very carefully, the computer would still not start up. We also later replaced the processor. That did not work either. The CMOS battery was replaced when I installed a new motherboard, so I can't imagine that it would be a CMOS issue. Everybody was very careful in regards to static when installing new pieces. We have all built plenty of computers before, so we know decently what we're doing.

So far I am confused. The people at my university's IT center are confused. My cousin who builds a new computer every year (and has seen almost everything under the sun go wrong) and works in the industry is confused. My uncle who has been in hardware development for his whole life is confused.

With that being said, if someone can help I would be extraordinarily grateful.
