i5 3670k overclocked to 4.40 GHz the reason for my stuttering in games?

Well I've been on this forum before and I have had stuttering issues with my PC while gaming for over a year now. Time to end it.

I used to think it was my graphics card (GTX 760 SC) but now I have two GTX 970s running in SLI mode and it still stutters (not more, not less)

While watching my hardware graphs ever time the game freezes for a split second and drops to 0-2 FPS i notice my CPU load goes from where it is normally functioning and will drop down to what I'm assuming to be 0% or very near. (% different in every game, but i believe it is always running higher than it should be in even low CPU intensive games. Sometimes maxing out 98%-100%) CPU usage was at this level before installing my two 970's by the way.

I have done clean installs of windows (pirated versions, because I'm a pirate obviously)

Any ideas or feedback would be more than welcome.

EDIT: I have this issue even if I change my CPU clock speed and voltage back to stock.

My motherboard is MSI, I used their provided software and updated everything in the past.

I've heard it could be because of an audio driver?
In games if a noise comes on like a gun shot or explosion it will sometimes stutter, but that could also be because an event is taking place that is requiring more from the CPU....I'm just throwing stuff out there.
