I need help deciding on if a motherboard and processor is worth buying.

I was asking in another thread what motherboard and processor would be a sufficient upgrade on my current components due to the fact that in large open world games I cannot run it with max settings, unlike more linear games with set mission maps that are more compact. So I assumed this was to do with my pretty bad processor bottle-necking my machine, I had these components suggested to me:
CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor (£130.94 @ Aria PC)
Motherboard: ASRock H97 PRO4 ATX LGA1150 Motherboard (£70.76 @ Scan.co.uk)

I am not doubting the person who suggested these to me, I am just intrigued as to how these are an upgrade over my current rig and if these are worth buying to fix my problem. Thanks in advance, these are my specs:

THey would be a massive upgrade to your setup. APUs are good for low end gamers and HTPC and general use PCs. You have an APU. The i5 will blow it away.

Wow, brilliant that is really good to hear, I arn't very clever at understanding how to tell how good a CPU is, if you could please explain it would be greatly appreciated :)
