What cables do I need?

Do cables come with components? Or do I have to buy them separately? Is there a pack full with all the cables I could possibly need in a build?

Cables should come with certain components but they don't give you all the cables. They would give you enough cables for a standard build.
Power supply should always comes with cables to power any hardware you plan to use in your pc. If you don't have enough, you may have bought the wrong psu for the job.
The motherboard will supply SATA data cables. Most likely two cables given but it i cheap to get more if you plan to use more than two.
The case will have its own cables for front panels I/O which should connect to the motherboard.
Most GPU may need a PCIE cable which your power supply should have. They give some adapters to use but your power supply should always have the required cables.

You'll have the necessary cables with the parts you buy, typically;

Motherboard; Comes with Sata/storage cables
PSU; Comes with all power connectors for your Motherboard, CPU and GPU.
GPU; Comes with sometimes a Molex adapter to adapt older PSUs if may be.

 
You should check for product pictures, depends on the component. I've had some motherboards come with 2 sata cables, the latest one came with 4 sata cables. The only other cables you should need would be power cables and those are supplied by the power supply. Unless you're attempting to use multiple graphics cards, then you'll need crossfire cables or sli cables depending if it's ati/amd or nvidia. It also depends on things like cd/dvd rom drives which ship in two different versions - retail and oem.

Retail means it comes in a typical display box with drivers and usually a sata cable and often times 4 mounting screws. Oem means a shipping box with a bare drive in protective bubble wrap, nothing extra and just the drive. Same with hard drives. That's why oem products are often cheaper, they're assuming you're a system builder who has the necessary parts and just needs the hardware without all the extra things like instruction manuals.
