Before I even got the parts the pc worked perfectly after I put them in my pc when it turns on the fan work but in a few seconds the fans start slowing down and then the pc turns off and it becomes a loop

I just installed some new parts to my pc which is the motherboard, psu, cpu, and gpu.

You changed the motherboard and CPU, and using the original HDD with the OS still installed?
And it will not run properly?

Yes, that is quite often the outcome.

Reinstall the OS (and applications) with the new hardware.

You boot from the install media. DVD or USB. Just like every other clean install.

I can put it in the dvd slot but the problem is that when I boot it up it still does the turn on/off loop over and over again

In the BIOS boot menu, is the DVD first?
Is it a valid, properly constructed boot DVD?

After I put in the parts, the monitor has never displayed anything when connected

Well...if everything is connected properly, and the monitor is set to the right input, it should display the basics. And allow you to see the BIOS.
If it does not do that, something is broken or not connected properly.

I had this exact problem with my PC about 6 months ago, it ended up being an issue with my PSU, I had been using it for 2 and a half years and it still worked with my old parts and had enough wattage too. Eventually I bit the bullet and bought a new one from Corsair and everything worked fine. Do you have any other parts to test the power supply with?
