You can run it on core 2 duo.
I run it on core 2 duo e7400, 4gb ram, nvidia GTS 250, details normal, 1280x1024 around 30 fps most of the time. It slows a bit when driving fast. Playable, looks fine even on low details.

I know from personal experience that you needed a Core 2 Quad with a 8800GT or faster to run GTA IV on PC decently, because of that I expect that even with the minimum requirements GTA V will run poorly so you're actually need a more powerful system than the minimum requirements claim.

if u prefer pirated games than yes you can..........i have core 2 duo and played farcry 4 on medium setting and COD AW on Low and DA Inquisition On Medium,there is always ways for hacker to figure it out......for farcry i used extreme injector and For COD AW i used a crack.believe me if u have a graphic card that can play Watch Dogs like games on what ever setting than GTA 5 Will run smoothly on that pc on med setting(even if it is Core 2 Duo).............(These Techniques Also Work On Original Game)

Can I Run GTA V On My PC???
Specs :
Windows 7 Ultimate 64 Bit
8 GB RAM
Intel(R) Core(TM)2 Duo CPU E7500 @ 2.93GHz 2.13 GHz
AMD Radeon R7 250 OC 2GB DDR3 ?? I Know That My CPU Is Slow But Can I Run It Atleast On low???
