4GBS of memory but only 1.94GBs being used. The rest is in Hardware Reserve. Help?

Hello, I'm new to Tom's Hardware and I'm desperately seeking answers for my problem. I have an ASUS A88XM-E MicroATX motherboard that I bought alongside a AMD 760K Richland CPU to add to my gaming rig. Once I installed everything and booted up the system. I did a complete system wipe and reinstalled Windows 7. I have 4 GBs of DDR3 RAM (which this Motherboard supports, it's from 2014) They are not paired sticks, but that's not the point. Both sticks show up in my BIOS, but when I run the PC, it only wants to use 1 stick and throw the other 2GBs into hardware reserves.

I have searched around on these forums, and it seems everyone finds a solution from someone's help, but I have tried a lot of things suggested. Here are a couple screenshots of things I have tried.

Hardware Reserve in Resmon

Swapping the RAM stick positions, as well as updating my BIOS to the latest version.

I'm running out of ideas here, this is my last hope of finding a solution without buying a new pair of RAM sticks.
