How do you determine the Total amount of amps on the 12v rail?

Solution
You need to know how many watts the PSU is putting out on it's 12v rails in total.

For example, this one

Is putting out 360W on the +12v rails. You take that number and divide it by 12v and you get 30A.

Note that some companies hide how many watts are being put out on the +12v rails. Shady characters they are.
