Advice on cyperpower build

I'd love to get some second opinions on my current cyberpower build. I've already gone through pcpartpicker and this build is actually cheaper through cyberpower. The PSU seems a bit overkill but its actually only 2 dollars cheaper for the next step down thanks to a current promo. I'm not sure if I should stick with the r9 290 or go with a 280, it would cut the price down some. I'm also not sure if i should grab windows 8.1 or just use my copy of win 7. I do have a 1TB WD Black sitting around for storage, which is why I got the lone SSD. Any advice on the build? I'm also open to maybe alternative pcpartpicker builds, I usually build my own but the price difference falls on the opposite side for once. I've dealt with cyberpower in the past so I know how their customer service can be. I figured the experts on here would have more hands on experience, so thanks in advance for any help!

Is the 970 worth it? If i update to everything you added and go with a r9 289 instead, I can get the system for 930 shipped with an OS

Just note, you might have to increase the fan speeds, as AMD cards run warmer, causing the surrounding area to become warmer. Also make sure you have a lot of air flow. the smaller the case, the less airflow there is. lol
