Streaming performance heavily depends on a number of threads, so any dual core without hyperthreading is out of question for this purpose. That implies an i3 CPU as a minimum on Intel part, or any 4-core or better CPU on AMD part, and 8GB of memory which is a standard these days, unless you will be streaming older games.

Given that you also need OS in your build, which is roughly 1/3 the of your entire budget, there is no way you can assemble a build without increasing the budget considerably. I'd say by at least $200.

The 6300 will definitely kick the i3 in video editing though so I suggest sticking with the 6300.
