16GB Ram but only 7.98GB usable

Hi all

i am new the this forum so hello.

i have a small issue i have 16GB ram but only 7.98GB is usable. and i have no idea how t fix it.

My PC Specs
Windows 7 home SP1
AMD FX-6100 six-core processor
16GB RAM DDR3
NVIDIA GeForce GTX 650 TI
MSI 760GM-P21(FX)(MS-7641)

i have tired the (Open "System Configuration". (Windows + R), type in "msconfig" and press OK.
Under "Boot" Tab click on "Advanced Options" and check "Maximum Memory" and select 16384.
Press OK and Apply.
Reboot.) but did not work

i have ran a memory test with no errors

Goto BIOS and see what it shows. If it shows 16 gb than OS has problems else if shows 8 than set the BIOS to default settings and restart and if still it shows 8 gb, try updating BIOS. If all the solutions does'nt work. check each individual ram y starting the CPU.
 
The most common reason is that one of your sticks is either completely dead or not being pushed into its slot all the way. Try using only a single stick for starters, and then just the other one to make sure they are both operational. If they are, make sure you plug them both all the way into respective slots (read your motherboard's manual on dual channel operation - you have to pick the right slots)

Several things, first thing, Uncheck maximum memory. I tried checking and unchecking and neither of them worked for me. What worked for me was simply switching the slots the RAM was in. I don't think this mattered but install the one in slot 1 first then do slot 3. MAKE SURE YOUR PC IS COMPLETELY UNPLUGGED AND THAT YOU DON'T HAVE STATIC CHARGE WHEN YOU DO THIS! TOUCH SOMETHING METAL TO REMOVE YOUR CHARGE!
