This is my first PC build and so far I'm regretting it to be honest. I might add I've had the PC 3 days now and haven't been able to install windows and moreso haven't even seen a boot screen yet.

Computer Specs:
Cooler Master K350 Case
VTX3D R9 280x GPU
i5 4690k CPU
Kingston HyperX 8GB RAM
EVGA 500w PSU

The GPU has been taken out. I've tried both GPU in and out no difference.

So to confirm, with only the ram, cpu, motherboard and psu connected there has been no display on the monitor and no access to the BIOS.
Look for any bent gold pins in the socket on the motherboard. They should be all straight. If you can't find anything wrong but its still not working, go back to where you bought the motherboard and request a replacement or a refund to get another motherboard.
I would get a Z97 incase the BIOS on the Z87 motherboard is incompatible with the i5 4690k.

No bent pins and sending it back is the only option from here?

Yes send it back.

I looked up that CPU and a Z87 MB and it looks like bk17 might have to do a BIOS update in order for the I5 4690K to function, reference using that CPU and a Z87 MSI MB: http://pcpartpicker.com/parts/partlist/

Its a decent motherboard. Most Intel motherboards are good.
Other options: ASUS Z97-A
MSI Gaming 5
Asrock Z97 Extreme 4
