Computer will not allow a re-install of Win7 Pro, 64 bit.

First hardware - Gigabyte GA-A75-UD4H MB, AMD Phenom II X 4 processor, WD 1.0 tb cavier green hd and a wd 500gb cavier blue, both sata. XFX Radeon hd 6950 video card and a XFX Pro650w ps.
The computer slowly started to slow down to a point where trying to work on it was impossible to the point when restarting, it would go to the windows 7 start-up screen, the powder blue screen and stop! I tried to re-install but the installation would go to the point of the set up screen and stop. I am unable to get any further, even when trying a new install. I'm not a novice, but no means a whiz, I need some heavy help.

Ok, there are numerous reasons for slowdowns. This one sounds fun.

I'd say first off try a bare-boot type of install - your motherboard has onboard, so get down to the bare minimum and try installing like that. Use only the onboard video and 1 hard drive. I'd advise trying it like that - if it goes well, I'd try doing it again with the other HDD. If it is slow or hangs with one of the hard drives, you found the issue.
Otherwise, continue trying to setup Windows using various combinations of hardware until you find which component is causing the slow downs/hang ups.

If it is slow or hangs from the word go, you know you have an issue with either the RAM/CPU/Mobo or a combination. At that point find a copy of memtest86 and go from there.
