One key thing to be concerned with is to make sure everything in the case is very, very secure. It would even be useful if the recipient were capable of checking and tightening things up before powering up. It may be a good idea (if you have the ability) to pack the empty space in the case with the super large bubble padding that Amazon currently uses. It would keep things like video cards from flopping around - but would also need to be removed before power up.

Safety is a concern - but that can be mitigated with insurance - be sure to insure the package.

Additional to safety is packing material. If the inside is loaded with the large bubble padding I...

Generally taking it apart is the safest way to ship it. Particularly GPU removal and CPU Heatsink removal.

Not sure what you mean by cost efficient. (Cheapest would be to carry it with you) But since you don't mention your travel plans or any other details it is hard to say.

Additional to safety is packing material. If the inside is loaded with the large bubble padding I mentioned above - then a 1-2 inch surounding the case with styrofoam would be a minimum suggestion.

Then custom fit cardboard and pleanty of packing tape and you should be ready to go.

USPS, UPS, FedEx are all good and reliable.
 
Solution
In the UK its near impossible to get insurance on a prebuilt PC from any courier unless you are a major business customer - about the only ones who will are ups & royal mail & they charge a 'HUGE' premium (£80-£100 delivery charge).
I sent a £600 build out before Xmas via royal mail - they would only insure up to £350 !!
This was on the 20th December as scan.co.uk had repeatedly let me down on delivery of a custom cube case which only they stocked.
I had to take my chance or let a customer down on what was essentially a Xmas present.
You have never seen anything packaged so well ,masses of Styrofoam used inside + literally everything was zip-tied in place + 3x20m rolls of heavy duty duct tape used on the outside.
It got there safe & sound inside 48hours but was a worry to me.
It took the guy an hour just to unwrap it but better safe than sorry.
