Deciding between builds for GTX 970 with intel i5

Hello guys, I am looking at these two builds:

Build 1:
CPU: Intel Core i5-4690 up to 3.90GHz (Quad Core)
MOBO: Gigabyte GA-H97M-D3H
RAM: Gskill RipjawsX 8GB Dual 1600 CL9 (F3-12800CL9D-8GBXL)
HDD: Seagate 1TB 7200RPM 64MB, ST1000DM003 (SATA 6 Gb/s)
GPU: Gigabyte GTX 970 G1 Gaming 4GB 256bit ddr5 (GV-N970G1 GAMING-4GD)
CHASSIS: Fractal Design Arc Mini R2 Windowed
PSU: Seasonic S12II 520W 80PLUS Bronze
DISPLAY: LG 23MP65HQ-P 23 inch IPS Bezel Free LED Monitor
AUDIO: Creative SBS A35 2.0 Speakers

Build 2:
CPU: Intel Core i5-4460 up to 3.40GHz (Quad Core) Haswell Refresh
MOBO: Gigabyte GA-B85M-D3H
RAM: Gskill Ripjaws X 8GB 4gbx2 DDR3 1600 CL9 (F3-12800CL9D-8GBXL)
HDD: Seagate 1TB 7200RPM 64MB, ST1000DM003 (SATA 6 Gb/s)
GPU: Palit GeForce GTX 970 JetStream 4GB GDDR5 256Bit
CHASSIS: Cougar Spike Mini Gaming Case
SYSTEM FAN: Deepcool Wind Blade 120 Blue LED (for front fan)
PSU: Seasonic S12II 520W 80PLUS Bronze
DISPLAY: Philips 224E5QHSB 21.5″ AH-IPS Led Monitor
AUDIO: Creative SBS A35 2.0 Speakers

I am on a tight budget and I am already considering Build 2. However, I my ideal build is Build 1 because of quality parts (G1 Gaming, 4690, H97M mobo and a nice Chassis). I need to wait for another month worth of pay to be able to purchase Build 1. Do you think it's worth it to hold of for Build 1? This will be my first PC build and as you may already notice, I am stoked on building one :)

My other concerns are G1 gaming vs Palit Jetstream (GTX 970) and 4690 vs 4460 intel i5 difference in terms of gaming.

I am open for suggestions for my build as well, so please, criticize :)

Yes its enough. A decent 500W psu will be fine with a GTX 970. Seasonic are good psu to go with.

Thanks for the reply, Suztera! I was considering it as it will be a $36 (in my location) savings for me. I also scrapped the idea of overclocking my CPU and decided on getting an SSD as a future upgrade.

BTW, on Build 1 I'll be getting a Gigabyte GTX 970 G1 gaming with a minimum requirement of 550W (based on their site). I'll only be getting a Seasonic S12II 520W 80PLUS Bronze, will this be enough? I won't do SLI at all nor overclock my CPU. However, I will be tweaking the clock and mem of my GTX 970.

Thanks for confirming this, Suztera. I did a lot of research on this model and so far the review/tests are good. It was a budget PSU and needed to make sure it's a quality one.
 
Another plus for build 1 with the i5 4460.
Even with a moderate overall overclock the Seasonic shouldn't be too stressed so a little tinkering with the GPU will not phase it at all-ALL GPU makers overspecify their requirements, it's just a way to cover themselves for the mass of low quality power supplies out there.
Like the monitor choice, I've had one TN panel and hated it...Vive le IPS! ;)

I was a bit hesitant on the 520W because of that. Thanks for the input! Yes, no doubt i'll be getting an IPS model and the LG 23.6 inch IPS (Bezzel free) is a sexy one!
