Was the game running when you took these screens or was this idling in the windows desktop?

If the game wasn't running and you're looking at these numbers on the windows desktop the numbers are normal. When the card idles the first gpu drops the core clock and the second gpu is disabled.

Download MSI afterburner and enable the on screen display for clock speed for each gpu. This way you can monitor what the cards are doing when they are in game. You can also disable ULPS in either Catalyst Control Center or in Afterburner. I have had times when I can't get the second gpu to wake up when I launch Crysis 3. Disabling ULPS helped a lot but sometimes it gives me trouble. I assume it is a driver issue since I have seen other 295x2 owners have the same problem on occasion.
