20Mbps Internet Speed on Home computer but only getting 3-5Mbps on Gaming computer

So I recently built a computer specifically for gaming and I have been getting some really slow internet speeds, I bought a new router and it did not change anything, so I thought it might be the internet speed was too slow, so i upgraded my internet service to 25Mbps. Now main computer and laptops are getting 20Mbps and phones are getting around 10-15Mbps, but my gaming computer is still getting 3-5Megabits p/s, these tests were done using speedtest.net. I thought it might be the cable so I changed the cable to 2 other ones I had and no luck. My ethernet port is at 1.0gbps Full Duplex with the Auto Negotiation Setting.

Then I thought it might be that the ethernet port is broken somehow so I went out and bought a usb to ethernet gigabit adapter and tried that and still no progress. I'm very lost here and by no means a computer expert so I thought I would ask around, any suggestions? Anything helps, and thanks in advance.

Yes it is a wired connection and I am using a cat5 cable and the run to the router is no more than 8 feet.

Also I booted my computer in safe mode with networking and then ran a speed test on speedtest.net. I got the download speeds i am paying for (25Megabits p/s download speed and 10Megabits p/s upload speed). I read online that this indicates a program might be using too many resources or is infected by malware, if this is the case, what should i do?

OK, so your seeing 25Mbps/10Mbps from speedtest.net, when wired into the router
What is telling you "3-5Megabits p/s" ?

If the difference is safemode vs normal...then something on the PC is sucking up your bandwidth.

Okay, how would i locate the programs that are using a lot of bandwidth and fix the problem? Also I read that it could be a program called "AMD Quick Stream" that is restricting my bandwidth, but I cannot seem to locate the file anywhere.

I figured it out guys, it was a program called "LAN Turbo" that I downloaded that was slowing down my LAN speed. I uninstalled it and everything is working fine now, thanks for the help!
