Cheap Pc build for Skyrim ultra plus mods?

I want to build a PC for gaming mainly skyrim with high graphics and around 50 mods but have no experience with it. Is this possible for around 500$ I also have 2 4gb ddr3. What OS should i get and how much? My screen I have is 1680 x 1050, is that fine or should i spend more for 1920 x 1080. If not possible might be able to make it 700 $ including the price of the OS but would prefer 500$ including OS.

Something like this is the best I could do for $500, since considering an OS is already $100 off you're basically asking for a $400 computer to be able to run a hell of a lot.

this would be able to do ultra with abt 50 mods? And if i had 200$ extra what quad core should i get as well as anything else?

That would work a lot better, plus give you breathing room with other games when it comes to the cpu
