I decided to build my first PC and I wanted to test out my machine before I lodged it into the case so I have a Asus Vanguard B85 motherboard, only touched it when I was grounded, my Intel i5 4440 CPU and stock CPU fan, my Geforce GTX 960 graphics card, and my 2x4GB RAM. I have the 500w Power Supply plugged into the 24Pin on the Mobo as well as plugged into the CPU slot and into my graphics card. I also have my CPU fan plugged into my mobo.

I have everything that needs plugged in and secured everything right, but when I power up the Power Supply the fan on the power supply or the CPU fan do not start up. The Motherboard however does have a light up LED indicating that it is getting power when I switch the Power Supply on. I also plugged in fans from the case itself into the motherboard and they will not start up either.

What could be the reason why my build isn't powering up I tested the Power Supply with the paper clip test and the fan will start up then. I then plugged my build into a monitor to see if anything would pop up, but it says it didn't find anything. What could be causing this issue?

The CPU fan doesn't power up until you actually turn the computer on. Use the front panel power button, you should have plugged that in to the motherboard.
