Hi! What high performance silent air CPU cooler do you recommend? I would prefer one from a well know brand like Cooler Master, under 50$.

It depends on what will fit your socket. I had an old original v8 on my lga775 e8400 but despite the fitment on newegg (they were wrong) it wasn't 1150 compatible. The newer v8 gts are pretty expensive and from the looks of cooling tests don't perform all that well. The 212 evo (cooler master) is usually a go to despite being older because it's pretty universal and it's cheap while doing a decent job. It will handle mild overclocks on intel cpu's, not sure how well it handles the higher heat from amd cpu's. I will give it props for price and remaining quiet while cooling decent. Downsides, the installation leaves a lot to be desired and I'm not fond of the mounting - but for such a low price I guess you have to make compromises somewhere. Better with the install than overall performance.

Scythe kotetsu's and cryorig h5's should both work well and run quiet. The h5 is designed with a low profile fan so there's 0 ram interference (at least on intel motherboards).

If you have the room (as in 170mm clearance, taller than the nh-d14) the best performing cooler for around $50 is probably the thermalright true spirit 140 power. Anything 'best performing' in air coolers probably won't be under $50 but you should be able to find decent cooling and quiet for $50 or under.
